Keith W. Dearborn

Overview

For almost 50 years, Keith Dearborn has had the opportunity to participate as a lawyer and regional planner in the evolution of Washington State’s law and public policy relating to the use of land and environmental resources. Keith has provided counsel to local governments and state agencies formulating land use policy and regulations; helped individual and environmental groups fight city hall; assisted property owners, developers and major corporations in securing land use approvals; taught land use law and planning; and represented business and trade organizations in efforts to develop reasonable and effective state land use laws.

Permitting

  • Secured approvals for retail, office and multifamily projects that pioneered the development of downtown Bellevue.
  • Represented large landowners in a comprehensive plan amendment, rezone and development agreement for large-scale projects in King and Pierce Counties.
  • Advised large downtown landowners and lead project teams through the entitlement process for a full block of downtown Seattle developments.
  • Helped sand, gravel and quarry operators secure necessary permits and approvals.
  • Advised and represented multifamily and commercial builders throughout the Pacific Northwest.

Growth Management Implementation

  • Assisted the City of Seattle in developing affordable housing strategies and regulations.
  • Assisted Island County in developing its full range of growth management implementation, including its comprehensive plan, zoning regulations, critical areas regulations, subdivision regulations, storm water regulations and concurrency regulations.
  • Advised Kitsap and Jefferson Counties regarding growth management implementation.
  • Represented all of the major Washington businesses and trade organizations in the drafting of the Growth Management Act.
