An in-house land use planner with more than 25 years of experience, Cathy White brings an added dimension to Schwabe’s Real Estate and Construction services. In conjunction with Schwabe lawyers, Cathy helps individuals, developers and local governments in the Northwest understand the zoning laws and land use regulations that govern their lands. She provides research, background information and analysis on properties, and prepares land use applications in coordination with Schwabe lawyers. Cathy has worked on a broad range of projects including large development projects, resort planning and permitting, urban growth boundary amendments, plan amendments and zone changes, and has assisted smaller individual property owners with land use permitting, planning, feasibility analysis and code enforcement.
Cathy has worked as a planner for the private sector and public sectors in Oregon, Hawaii and California. Her experience on many sides of the land use process—including regulatory, private consulting, and legal services—gives her a unique perspective in approaching land use issues and solving problems.
