Rachel Ballard

I assist clients with a variety of land use and real estate matters and am dedicated to helping them navigate development and regulatory challenges with practical, business-minded legal advice. Working closely with property owners, developers, and public entities, I support projects from initial planning and entitlement through approval and implementation.

My experience includes preparing and securing approvals for comprehensive plan amendments, zone changes, and conditional use permits, as well as supporting land use appeals and real estate transactions. I regularly collaborate with planners, engineers, surveyors, and other professionals to help identify and resolve legal issues affecting development projects. I also assist clients with drafting and negotiating purchase and sale agreements, leases, easements, CC&Rs, and other real estate documents.

While in law school, I served as a judicial extern for Judge Robyn Aoyagi of the Oregon Court of Appeals and held several research positions at Lewis & Clark Law School. These experiences provided a strong foundation in legal research, writing, and appellate practice, which I bring to helping clients address complex land use and real estate issues.
