I am a dedicated and driven lawyer, committed to helping clients navigate complex energy development issues. I advise big and small clients on site control, due diligence, land use entitlements, environmental permitting, and negotiation with state and local regulators.

Before joining Schwabe, I spent over a decade working in the Oregon and Minnesota state capitols facilitating the policy development process, providing legal and natural resources research services, and helping legislators draft bills and amendments to achieve their goals. Leaning on my technical knowledge as a biologist and experience working for federal and state land management agencies, I bring scientific and regulatory depth to my clients’ project outcomes.

Experience

  • Researched and analyzed energy, environmental, natural resources, and land use legal questions to support regulatory compliance, permitting strategies, and project development
  • Prepared and submitted land use permit applications for a range of development projects, securing entitlements required under Oregon’s land use planning framework
  • Performed land use due diligence for clients by analyzing zoning regulations, comprehensive plans, and permitting requirements to inform strategic decisions on property acquisition and project feasibility
  • Reviewed and analyzed title commitments, surveys, and other real estate due diligence documents to identify encumbrances, easements, and other factors affecting property ownership
  • Served as a nonpartisan subject matter expert on energy, environmental, natural resources, and land use issues for the Oregon Legislature for eight legislative sessions, including staffing related policy committees and serving as the primary facilitator for high-profile policy development work groups
